Ciara Kalmus Rejoins Compass Lexecon as Senior Vice President from Ofcom

Compass Lexecon is delighted to welcome back economist Ciara Kalmus to the London office as a Senior Vice President, following 10 years at the UK communications regulator Ofcom.
Ciara has more than 20 years’ experience as an applied economist working in competition policy and regulation. Her extensive experience in the media and telecoms sectors will strengthen Compass Lexecon’s skills in this growing area.
Ciara has been an Economic Director at Ofcom since 2014. Ciara led the economic analysis of Ofcom’s broadcasting work, including the Public Service Broadcasting Review and BBC regulation. Ciara has also been extensively involved in telecoms regulation, including successfully defending Ofcom’s market review of business connectivity before the Competition Appeals Tribunal, as well as representing Ofcom in meetings with stakeholders and the European Commission. She was also involved in Ofcom’s Competition Act work, assessing alleged abuses of dominance in broadband, and in the supply of telecoms access products, as well as in setting price controls.
Prior to working at Ofcom, Ciara spent 15 years in consultancy, working with the Compass Lexecon team on a range of antitrust projects including mergers, abuse of dominance cases, and cartel damages. She has advised clients in cases before the European Commission, UK competition authorities and several other national competition authorities. She has given oral evidence at UK Competition Commission and European Commission hearings as well as before the Competition Appeals Tribunal.
