With over a decade of experience as a competition economist, Bernardo specialises in applying economic theory and empirical techniques to address competition policy matters and quantify damages in litigations and arbitrations. His expertise spans various sectors and jurisdictions.

In his role, Bernardo has worked on the assessment of the competitive impact of mergers with proceedings before the European Commission, including several high-profile in-depth investigations (e.g., Cargotec/Konecranes and E.ON/Innogy, Hutchinson/WIND Tre), as well as before several national competition authorities, like the Portuguese competition authority (Vodafone/ Nowo) or the UK CMA (Vodafone/ Three UK JV). Bernardo has also carried out economic analyses in the context of investigations relating to anticompetitive agreements and abuse of dominant positions before the European Commission and several National Competition Authorities, such as the AdC in Portugal, the CNMC in Spain, or CADE in Brazil.

Bernardo has extensive experience in follow-on damage cases (e.g., envelopes, motor vehicles, heavy trucks, raw milk, pre-fabricated modular constructions, fresh milk, raw wood). He has acted as economic expert in various European jurisdictions, including Germany, the Netherlands, Portugal and Spain, where he submitted expert reports assessing the impact of anticompetitive conducts and quantifying damages. He has testified multiple times in the Competition, Regulation and Supervision Court in Portugal and in various Commercial Courts in Spain.

He has been recognised in the Competition Future Leaders – Economists category by Who’s Who Legal in 2023.

Bernardo holds a MSc in Economics from the Barcelona Graduate School of Economics and a PGDip in EC Competition Law from King’s College London.
