Helder Vasconcelos

Helder Vasconcelos is a Senior Vice President at Compass Lexecon, based in Lisbon and Madrid.

He is also a Full Professor of Economics at University of Porto. Helder served as Executive Member of the Board of ANACOM, the Portuguese Regulatory Authority for Telecommunications and Postal Services (2012-2017). In addition, he also worked as consultant to the Board of Directors of the Portuguese Competition Authority (2007-2011).

Prior to joining Compass Lexecon, he was Vice-Rector for the area of relations with firms, innovation and entrepreneurship at the University of Porto, as well as a President of the Board of Directors of UPTEC, the Science and Technology Park of University of Porto.

He obtained his PhD from the European University Institute, in 2002. In terms of academic positions, he was previously Associate Professor at Universidade Católica Portuguesa (2007-2011), Assistant Professor at Università Bocconi (2003-2007) and Post-doctoral Research Fellow at the Institut D’Economie Industrielle (IDEI), University of Toulouse (2002-2003).

He has received The International Journal of Industrial Organization Best Paper Award both in 2015 and in 2006, and the 2005 Industrial Organization Society’s Best Paper/Younger Scholar Award.

His main areas of research are industrial organization, competition policy and regulation. His work has been published in leading international economic journals, including the Economic Journal, the RAND Journal of Economics, the European Economic Review, the Journal of Economics & Management Strategy, the Journal of Industrial Economics and the International Journal of Industrial Organization.

Helder has advised on numerous mergers cases. He has extensive experience in the economics of Art. 101 and Art. 102, and also regularly advises clients in cartel damages litigation (including, in Portugal, multiple proceedings of follow-on damage claims concerning the trucks cartel and a follow-on damage claim relative to the monoblocs cartel). He has given expert testimony before several competition authorities and has also substantial testifying experience (including in damages litigation) before the Competition, Regulation, and Supervision Court in Portugal.
